City Council Likely to Table Controversial Annexation and Rezoning

Springfield City Council will likely be tabling two measures at Monday night’s meeting related to a controversial zoning issue.

A developer has petitioned the city to annex and rezone property along 851 West Farm Road 183 (Plainview Road). The zoning would change the land from County R-1 Suburban Residence District to R-LD Low Density Multi-Family 5 Residential District. It would allow the property owner to turn the land into a multi-family development.

Neighbors to the property have filed a valid protest petition with the city, requiring Council to have six yes votes, a supermajority, to pass the measure.

Councilman Mike Schilling is scheduled to be absent from the meeting, and Councilman Matt Simpson will be recusing himself from voting on both measures, meaning that only 7 Council members can vote on the bill.

Under City Code Section 2-57, you must have two more Council members than necessary to pass a measure related to the zoning map. Since 8 Council members are not available to vote, the measures will likely be tabled.
